Senior Contracts and Commercial Professional

Byrne is a Chartered Quantity Surveyor with 38 years experience in engineering and construction. Most of his time has been spent in the international energy sector in senior contracts, commercial and claims roles advising and working with leading project owners and contractors up to CEO level. He is technically and legally qualified with an in depth understanding of contracts, their execution and management supported by a strong major capital projects background.
He has proven ability in senior roles, successfully leading and managing contracts and commercial teams in multinational energy companies.
His prime focus has been major capital projects leading contracts and commercial activities throughout all project phases from the development and implementation of contracting strategies to the subsequent contract management and project close out covering offshore platforms, pipelines, subsea developments, FSOs, FPSOs and onshore LNG facilities and pipelines. This is supplemented by his early experience in the UK construction industry including working on the Channel Tunnel Project and various commercial developments.
He has expertise in formulating, negotiating and concluding high value EPC contracts coupled with skill in claims and change order management and strategy working for contractors and owners. This has included their preparation, evaluation, defense and resolution achieving pragmatic and successful commercial solutions to contractual disputes.
Byrne has been based in Southeast Asia for 22 years having lived in Myanmar, Indonesia, Thailand and Singapore. This is complemented by experience in west and east Africa, France, Canada, Australia and the UK. He has recently advised MODEC / Offshore Frontier Solutions in relation to a FPSO projects in Guyana and Brazil. Prior to that he played a key role in managing the multibillion dollar claims and disputes for INPEX in relation the onshore Ichthys LNG facilities. He was previously a Vice President at PTTEP, leading and managing the Contracts Department. He also advised them in relation to multi-billion-dollar projects including the Bongkot South, Zawtika, Montara and Canadian oil sands developments. He has worked with TotalEnergies, Premier Oil, Talisman Energy, Saipem/Bouygues Offshore and Technip Energies.
Byrne has a B.Sc. in Quantity Surveying, a LL.B. (Hons) and a PG Cert. in Arbitration.
Byrne is a member of the Royal Institution of Chartered Surveyors, the Chartered Institute of Arbitrators and the Society of Construction Law.
